It's something that you have to do as part of the sign-up process for Technorati.
You have to create a new post and put some html code in it, then Technorati runs a check to see if the code is being recognised.
It's a complicated process, as there's also code that has to be added to the template too - so if you are going to join Technorati, better it is to also have your blogger account open! :-)
Oh - and also make sure that you correctly type in your blogsite URL - I had blogspot..com, and it just wouldn't work for me. Took me a while to figure out that I had an extra . in there by mistake! D'oh! %-|
